DCAM Shown as "NOT Listening" on Port 1270

I have two MOM servers both were communicating to the Agents. Now, one is not communicating. PortQry lists the "silent" DCAM's 1270 Port as "NOT LISTENING". I attempted to restart the service (currently its listed as Started Automatic) and reboot the server. However, nothing has worked. Also, no changes were made to the server (we all say that, don't we). The Application log states:

Unable to complete an I/O operation with the Resubmit.wkf file.

Error Details: Insufficient memory to complete process

However, I have 512 MB of memory and plenty is available.

Try deleting all the files at "
%AllUsersProfile%\Application Data\Mission Critical Software\OnePoint\<ConfigGroupName>" while the service is stopped, and then start the service up again.  These are the Workflow and Persistence files that will get recreated.
