"NetIQ XMP requires that the component mweba4.dll be successfully registered on all agent computer"

Can anyone shed light on this? I have looked for info on the following file but can find anything.

Error:

Please check under "\Program Files\Microsoft Operations 2000 Manager\netiq\bin" and see if this file is in this directory. If not then you can either copy this file from the DCAM since this is where you installed the Web Services XMP. Once you copy it to the server you can register it.
