"The Open Procedure for service "RemoteAccess" in DLL "C:\WINNT\System32\rasctrs.dll" failed."

Doing a pilot on 2000 servers at the moment. Every time the agent is deployed to a server I start getting errors concerning rasctrs. The error is below:

The Open Procedure for service "RemoteAccess" in DLL "C:\WINNT\System32\rasctrs.dll" failed. Performance data for this service will not be available. Status code returned is data DWORD 0.

Now I can disable this using the reskit util "EXCTRLST.EXE" but this is not solving the problem and will be tiresome if it extends to our 200 servers or i happens with more than just rasctrs.

Has anyone encountered this problem or something similar?
Running MOM SP1 with separate SQL server, single DCAM, and reporting server.

This is a longstanding issue. Any service that continuously polls the performance subsystem will elicit this condition - even Perfmon.
