Is there a difference between a "single user with administrative privileges" and a "normal domain administrator"?

I'm reading the SUS Deployment White Paper and have a question regarding Page 59:

Is there a difference between a "single user with administrative privileges" and a "normal domain administrator" because when I am logged on as domain administrator with Option 4 (auto download and schedule the install) selected and '
no_auto_reboot_with_logged_on_user' is enabled I can decide at the scheduled time if I want to INSTALL the updates! In the Deployment whitepaper I read that I can decide about the restart and the updates were already INSTALLED!

The behaviour with a "single user with administrative privileges" shouldn't care whether that user is a local admin, a domain user that is part of the local administrators group, or a domain administrator if domain admins are part of the local administrators group. In each case, the user has the option of installing the updates prior to the scheduled time, but if they do not choose to do so then the scheduled install will kick off with a 5 minute countdown that allows the user to initiate the install, or decline the install.
