WUAUENG.DLL From SUS SP1 Not Loading

I upgraded our SUS server to SP1. In the GPO I also have 'WUAU22.MSI' being automatically deployed. Now I built a new Windows 2000 workstation and installed SP3, now when I reboot the machine it won't load the updated version of the 'WUAUENG.DLL' from SUS SP1. I get the error message below.

The stuff installed by '
WUAU22.MSI' is already present in Windows 2000 SP3 and XP SP1. So the installation of that MSI will always fail as a result.
