We have nearly all PCs running
English versions of W2K and XP, but frequently have other language options
installed. For instance, one of our sites is a school teaching Japanese, they
are running English XP, but have the IME and other "files for East Asian
languages" and other localised fonts loaded. Do any of these options require
updates for an languages other than English?

Not that I'm aware of. The updates are applicable to the language of the OS
only, so you should only need to sync and approve English updates if the
client machines are running English version of the OS, even if you have
installed are using IME or MUI.
