Skipping the Installation of IIS Lockdown and URLSCAN

I would like to the ability to have the option, when installing (re-installing, updating) SUS, to skip the IIS Lockdown tool and URLSCAN utility installation. This is because, they make a total mess in the IIS configuration. I do not think this is strange and impossible to fulfil.

In SUS SP1 we have added some logic to skip installation of URLScan and IIS lockdown if you have already installed these 2 tools before.
