Why do I get a "SUS administration site access problem" when running Windows Server 2003?

"As a result of security enhancements in Windows Server 2003, you may encounter problems accessing the SUS site after you install SUS SP1. Please read the SUS SP1 Release Notes for a full description of how to resolve this issue."
